i'm not sure that failure of deterrence is really the right way to think about what's happened in ukraine. i thik hutton made a dumb move when he invaded ukraine, and has done irreparable damage to russia. I don't agree with jeremy's statement that kossak stan is a client state. And so putin has no need to intervene, forcibly, in bello rooster ind cossack ston,. simply because those states aren't doing the things that he doesn't want them to do.
