The dock contains both running applications and non-running applications. That makes reordering way easier because let's say you're just going to find her. Nothing is running except for the finder. But all the icons are still... No matter where you, no matter how much data you've added or what your name is. The only icons that will ever disappear from the dock are the ones you told it not to stay there. And when you log out and back in, you'll see all the icons in the order you put them, except for the ones that you didn't rearrange,.
