Is the Two Party System Good for Democracy?

Lee Drapman: We have two structural problems. One is we have primaries, party primaries, and they push elected representatives to the right and to the left. And then they can't come together in Washington, D.C., to solve any problems because they are going to get primary. How we change the system now is we get rid of partisan primaries. Instead, we have a single open. Everybody runs on the same ballot and the top five vote getters advance to the general election.
