The general contours of what makes the robust anser pathway or not are, i think, much more agreed upon than they were in the past. The european commission is currently debating the merits of stors access to the e u Emissions trading scheme. I don't wish we have any good examples of where bringing private investors into compliance markets has yielded a big step change. But experimentation is the ame of the game, so maybe it maybe worth a try.
