The Impact of Saddam Hussein's WMD Program on American Institutions
I think my biggest problem with the way that the war unfolded was in its execution. He didn't have the weapons of mass destruction that we thought he had. The Dauphur report made, I think, a convincing and compelling case that he would have reconstituted those programs. So on the question of whether Saddam Hussein and Iraq posed the threat that wethought he posed at this point 20 years ago, I think the answer is no.
