Team members need to sit down with each other and say out loud the nature of the problem that this team has. The ti could turn into a 20 year long open source project. If i were smarter or more well versed in the literature, i would be able to talk about explicit decision making works. But i am not. So probably you can google that, and dard says, try it perfect.
