John Titer: The Second Lieutenant Colonel

If John Titer was from an alternate timeline, was there ever another John Titer in play? I think at various points he claimed that he was born in 1998. If this guy is faking it, that's a crime. You can't just claim to be a Lieutenant Colonel like that. It makes you wonder if anybody from the FBI or CIA, CIA stepped in to take a look at this.
