Military tribunes were elected when no major military action was planned, whereas consuls were elected when engagement was imminent. Pleabs with consular power were acceptable to the patricians as long as they were destined for little more than off year administrative duties. When real action was required, the patrician controlled consulship was returned. If this is true, then the creation of military tribunes with consularPower was little more than a stall tactic formulated by thepatricians to put off full political equality with the plebes - which it did for the better part of 80 years.
