Is Permissioning Governance a Prerequisite for an App Chain?

I kind of get this feeling that from for many developers, it could be overkill to to to customize like everything. And I think like that is probably a UX challenge that needs to be solved for this more like, I don't know, mainstream developer. You know, we've heard about like the bootstrapping costs. There was one thing I wanted to kind of double click and hear and that was on the permissioning side. Would you guys just, would do you think that permissioning Governance is actually a prerequisite to call it an app chain?
