Climate Refugees - What Are They Facing Persecution Per Se?
It's really hard to separate the economic and the the persecution, basically. That's why climate doesn't fit in there with refugees are not facing persecution per se. So you're not offered protection under the refugee regime. A lot of countries use that entanglement of economic reasons and conflict reasons as a way to avoid giving people refugee status.
