In 1940, Oakland's black population was about 3%. By 1960, it had risen to about 23%. The number would keep going up until the 1980 census. But Oakland's new glamour and prosperity are not shared equally by all of its citizens. Nearly half of the city's non-white population is poor; they do not pull their share of jobs created by port facilities or housing discrimination.
