Version Numbers for the CPQ and Interpreter

The BQ and interpreter is now is now up to version 0.2.0. This doesn't change anything about our development process for a few months we've had the develop branch that separate from master. So, there will be tags for version releases. And so if you want a number that increases as development goes on. Not going to do anything different we're not going to backport any fixes old versions or anything like that but we have a number now. It's in fact what I wrote the first drafts of code kx.com on.
