Is Free Verse Poetry a Meta Poetry?

Free verse poetry does not have meter and ignores it, oversimplifies what's actually happening within the word choice and the structure of those poems. I think that if we have to be constrained by this has to meet three, four time, we didn't learn anything from John Cage or poets who said breaking the meter can be as much of a tool as holding on to it. Shakespeare even though he has his strong, iambic pentameter, intentionally breaks that meter at points to reveal a character getting lost in thought because there's an implication to that broken meter.
