The American Revival of Civic Duty
The idea of a Demarky Congress would be you're at home one day watching the Bears game. And it's you who gets a letter in the mail that says, "You have been randomly selected for Congress duty" It has to be closely tied to the national interest or else it devolves into a vagueness which lends itself to capture. But I think that this is part of an American revival is at least reviving this idea of civic duty.
