The Three-Tier Structure of the Prussian System
The Prussian system is based on a three-tiered structure. The upper class, which the Prussians called the gymnasium, made up about half a percent of the population. They were endowed with critical thinking and active literacy. Middle class focused on numeracy, passive literacy, and technical skills. Last tier is for the lay, the masses.
