In a landmark 1962 paper, the philosopher P. F. Strelson changed how this question was approached. He argues that free will is not about cause and effect, but is bound up in how we react to one another. Free will then, as it historically developed as a human concept, is really about should. It's about all shoulds, ethical action in the world.
