The liberal government of Russia in the mid to late 90s at around the time that Putin was taking things over. Back then things could have gone very differently if he did not implement the kind of tyrannical rule by getting more of his friends to have the share of the wealth and all the mining industries. "I feel, you know, we're close to an agreement in a way because my feeling is not that Putin is too strong, but that he's too weak"
