The Central Arizona Project was a huge engineering success, but from an economic and financial perspective, it was a failure. It became very clear that cap water would just be too expensive for farmers. They compared to groundwater, which they could just pump, was closer to the source. Now this year, about 60% of the agricultural land in Pinell County will be fallow.
