Operational considerations come front and centre. After surprise attacks at places like pearl harbour, you don't really want the japanese knowing where your fleet is moving. But in 19 forty two, o the balance of forces after pearl harbour was so much in japan's favor that actually operational security was paramount. It takes a while, i think, for the navy really to break out, in particular, to become confident enough interestg me. By 19 forty four, actally, the navy quite wants the japans to know where it is,. especially almost goading thejapanese to come out and attack it.
