Is There a Redistribution of Data?

In capitalist systems that the government can step in and redistribute, i'm not sure redistribution of data is something that anyone wants. The strong question is really let's had the legal status of the data you accumulate. If you are always able to privatize this data and makes it non interoperable with othe platforms, then you don't solve the problem. When you accumulate skan of data, can other company use it or not? Can association use it ornot? This is the main question, it seems to me.
