There are two theories. It was either Ukraine or Russian actors inside the country who are against Vladimir Putin and in support of Ukraine. We don't know why they hit the residential buildings, because they could be intercepted by Russian anti-air defense systems. But what we do know that a lot of drones were spotted near areas where the Russian elite lives and resides.
