If you have enough big protest an enough places at the same time, then you actually, you know, never mind that there's a political cost. Even giant protests can get crushed sily. But basically, not only is it not true because of the political cost of just mowing down a bunch of people in a democracy,. but there's also just the structural, the power is not necessarily as strong as it seems to be in the face of enough people mobilizing in the right way.
