The Fed's New Make Up Policy
Average inflation targeting could be a good step, depending on how they interpret it. It can be an automatic counter syclical device that is useful for getting out of the zero lower bound problem. If it's working the way it's supposed to, it results in a higher expected future inflation rate coming out of a period of low inflation.
