Elba is a wonderful exile. It's a splendid little place. But he sees that France is decaying under Louis XVIII. He knows there's an immense amount of dissatisfaction with the new government. Economically, France is doing badly and he sees his chance. On the night of February the 26th, 1815, Napoleon climbs on board Lancaster and slips away.
