Putin is not really an intelligence professional, despite his KGB background. He's a political courtier who needed to be found a nice cushy job when he was going to be moved away from being speaker of the state Duma. So in some ways, he's had his already, you know, one foot out the door for years. The security apparatus are the bastions of Russian kleptocracy. They're finding that there are greater risks for them and less opportunities for enrichment.
