Flavio's Secret Weapons Deal

Flavio makes a call in 2012 reports this arms deal but nothing really happens until 2014 two years later when Flavio is then introduced to Wong the Columbian in person. He then meets with Wong but never calls the CIA back ever says hey I'm meeting with this guy now what should I do instead. Over the course of months he knits together the entire you know network to deliver these weapons to the Columbian FARC. The DEA rushes in and arrests Flavio and his partner Christian ventilla for trying to get an end-user certificate that claims the weapons are bound for Ethiopia even though the intention is to ship them to Colombia.
