The Cost of Subsidizing High-End IT Chips

The U.S. is subsidizing high-end semiconductor plants in Asia to help them compete with China. The European Union is also trying to do the same, but it's a much more complicated scheme and could go wrong for both countries. Scott Wilson: Europe will probably end up kind of in the same position as the United States. But that's not the point. The point is to avoid vulnerability and avoid dependence in areas that have security implications.
