Is There a Limitation of Decision Making?
There are various scales on which tat that could take place. It's not that someone living in quito should decide what happens barcelona. Rather than either private property deciding or public property deciding, there should be some democratic mechanism within the limits of the city That do. I guess i'm im this might sound to some frustrating, but i'm relatively flexible about these questions of scale.
