As a validator, you are forced to validate every chain that like gets approved by ICS. With mesh security is by making it opt in validators choose what's changed. They want to run on that now it becomes a very top down decision-making model. Some chains will be so important and so lucrative that every validator is going to co-validate that chain as well.
