The Real Spontaneity of the Revolt
Fenno suggests that this type of revolt is truly spontaneous insofar as it abides by one doctrine. There is no program, there are no speeches or resolutions and no political trends. And because the country is just so vast and so spread out what we see is very much in keeping with the last passage I just read. He says that on every hill a government's miniature is formed and takes over power. And it is therefore radical and local. This is its true spontaneous character, it cannot be sequestered. It cannot be controlled and contained just because what you have are these revolting systems all organized in accordance with the same ideological disposition towards national consciousness.
