The Effect of Discontinuity on Municipal Elections
The salaries of local officials in most of Italy are set by national law. If your municipality has more the mayor's salary is a 30% higher than if it has fewer. And so people who have a higher outside option in the private labor market are Especially more likely to accept the job as cabinet members. The idea for this being a way to identify a causal effect is that at that discontinuity you get higher quality and we'll put quality with scare quotes More educated, better-paid or both.
