There isn't an international regime right now. They would not be breaking any laws. Sulphur dioxide burns up the ozone layer and is bad in quantities, so you would need it to be limestone dust. It's inert and drops back down to the ground like normal dust does. And there wouldn't be a termination shock. If you did it once, it would be like pinatubo. For five years at had lower temperatures, the dust would cover the ground. You could figure out whether you wanted to do it again if people were being cooked alive.
