Zimbabwe and Kenya - Elephants as a Rare Resource
Zimbabwe experienced about a 30% increase in their elephant population over the same decade that Kenya's dropped by roughly half. It did not ban the sale of ivory, but villagers would get together and they would collectively own and raise elephants. When it came time to call the elephants, they wouldn't simply kill them. They would sell safari rights to rich westerners.
