The Effect of Ambulance Delays on Deaths

40,000 people pronounced dead on arrival in England by seven ambulance trusts. But it can't tell us how many died because the ambulance was late. Some of them would have been beyond saving and others would have been dead before the emergency call was even placed. There's no way that those delays will have been consequence-free but it's just very hard to put numbers on how much damage was done.
