Gorgius and protagores were arguments with sophists, people who claimed to teach the art of rhetoric. Aristotle was reacting to a gynam i socrates, whose school was competing with plato's school that stotle belonged to. Gorgius: Rhetoric is a tool just like teaching someone boxing; it can be used for good or evil.
