Malthus said it could never be an ethical choice not to have children. People make that kind of argument for a lot of different reasons, he says. The idea that it would be theethical choice not to is not something that Malthus was going to contemplate, but that tends to be how it's framed now. He thinks there can be a moral and ethical argument that goes back from any one of those anxieties.
