I agree with Madeline that the practical agenda is the harder one, even if you had all of the legal rights to do these things very hard to see how you do them. The legal battle might might end up being the point or might be what the government can get out of this. You can breach the refugee convention, and that's really a political argument where people say you've breached it,. But when you breach the European Convention on Human Rights, you hear about it from your domestic courts and then from the European courts. So it's almost certainly the case, I think, that not much will happen for nine months other than legal battles.
