A strong emphasis on retributive responsibility tends to make us focus on individual and invisible societal factors that can affect the way that people make decisions. So for instance we know that people who suffer from poverty or suffer from adverse childhood experiences are more likely to be vulnerable to crime. The public health model is basically giving us an effective way of dealing with a lot of these problems.
