If we lived in a culture where our basic needs were taken care of and if we got sick, we weren't worried that that would bankrupt us, then we would have less proclivity to deal with these addictions and habits. In other words, it's not really an issue for the individual alone. It's for a collective as you are trying to build that people will then begin to realize that if they work closely together, then the whole culture will be lifted up by its ability to manage its life.
