There are really three levels of work. There's visionary work, strategic work, and tactical work. Visionary work is deciding where you are and where you're going from there. Strategic work is how you're going to get to that vision. Top down productivity lets that vision and strategy dictate the tactics that you use on a day to day basis to get the work done.
