Haskell was not chosen because of licensing issues. It's really just a group of us getting together to comfort saying lecture, common syntax. We all worried about whether we'd need to do higher order unification and Mark Jones demonstrated very convincingly that you get long with first order unification. So there was very little debate about whether we should do it. It just seemed like, oh, yes.
