First Amendment scholars sometimes look at Congress shall make no law bridging the freedom of speech as as a phrase that requires definition. I don't know if that makes any sense, but it's a challenge. And people who look to censor are always looking to define that which they seek to censure outside of the definition of freedom of speech.
