Gordon Brown: Spangler has this morphology of civilizations and inside of it, he has these political epochs. He says there's a pre cultural period where people are still kind of tied to the land. But then you move into what he calls the cultural phase. This is really where he thinks that most civilizations are doing their most impressive work. And when this happens, we see expansion becoming integral part of the civilizational spacephase.Brown: Caesar comes in because once money power dominates everything, only thing that can change things is the reintroduction of civilization.
