In the 90s, China was in a very interesting position because obviously in 1989 there was a crackdown in Tiananmen Square. And after that, relations between China and the West cooled substantially very dramatically actually. So Putin inherited this idea that Russia and China have common strategic goals. Those goals include serving as a counterweight to the Western-led international order.
