Virus or bacteria isn't spreading optimally in spring and summer. It spreads much more easily in winter, but it spreads. If you take together the potential of it to spread not very efficiently, but a bigger population of people who are vulnerable to being infected, it can still get a foothold. And is there a danger that there will be a lot more people getting infected as well?
