Isn't the West Bank a Settlement Complex?

The West Bank was 57 and there's 700 000 settlers that's what they're called the West Bank was Judea like before it was the localist or that rubbish of people have lived there for a minute. There ever only ten percent of the population back in the 20s and yes but isn't settler quite offensive when there are Jewish people who have lived there?
