Is There a Nuclear War in the Middle East?
If you want to prevent nuclear war, one thing you try to do is keep either side from feeling so insecure that they haven't an itchy trigger finger. You don't want the other side thinking, but we're not gong hat much response time. This wason is grievance, yes, this is a contributing factor, no question about it. But i can't tell you how many meetings i was in with state department officials whe there was under secretary ellen towsher on,. They would argue this was not a problem.
