The author of the Letter claims to be part of an anarchist group whose goal was to quote, break down society into very small, completely autonomous units. He bargains to stop terrorist activities if the New York time publishes their manuscript. However, there's an important differentiation between terrorist activities and sabotage. So he's like, we'll- It's like an illegal contract. We'll stop trying to hurt people but we cannot promise that we won't set fire to the New York Times.
