The Different Ways Someone Could Be at Fault
Blameworthiness tracks duty roughly. Failing to be better than most people are is not the sort of thing that blame attaches to. The culprit, the wrongdoer, can't really have shared moral understanding of something he's done unless he feels a certain remorse for it. I'm like tapping you on the shoulder and giving you that mild accusation in order to solicit shared moral understanding on your part. May or may not be accusatory on the part of the person who's been wronged, hence the accusatory nature of communicative blame.
