In the chip making process the actual manufacturing of semiconductors is very capital intensive. Early chip companies opened assembly facilities on Indian reservations for example trying to find ultra low priced wages but nothing could compare it to Hong Kong. That dynamic has stayed present up to today where there still is most assembly of chips into their packages happens in East Asia and China and Southeast Asia.
